Former New Mexico Gas Company Vice President and General Counsel Thomas M. Domme Rejoins JHKM’s Regulatory & Utilities Law and Business Litigation Practices

Albuquerque, New Mexico — Jennings Haug Keleher McLeod (JHKM) is pleased to announce that Thomas M. Domme has rejoined the firm’s New Mexico office as a partner. Domme, who recently served as vice president of external/regulatory affairs and general counsel for New Mexico Gas Company and previously practiced with the firm, joins JHKM’s regulatory and utilities law and business litigation practices. He will be representing the firm’s public utility clients and businesses in energy and regulatory matters before the New Mexico Public Regulatory Commission and providing business law and litigation services to companies and individuals in New Mexico.

Domme has extensive experience in handling all types of regulatory matters for utilities, including rate and compliance filings. He is also well-versed in handling significant litigation, including tort litigation, class action litigation and business litigation. Domme has proven experience navigating business acquisitions, regulatory matters, government and community affairs as well as engagement and negotiations with Native American Tribes, Nations and Pueblos throughout New Mexico regarding right of ways and business transactions.

A native New Mexican, Domme retired from the gas utility in 2021 to return to private practice. He earned his bachelor’s degree from the University of New Mexico and his law degree from Georgetown University after serving three years in the United States Navy Submarine Service.
